Chapter · 1:41:26-1:45:54

Leadership turnover and repeated changes to defence plans

Successive leaders' preferred solutions can repeatedly change requirements and force procurement work to be redone.

Notes

Frequent changes among prime ministers, cabinet ministers, and senior service officers can interrupt a defence programme's direction. Each successor brings preferred solutions, moving requirements and forcing redevelopment. Repeated interwar premierships illustrate greater continuity among decision makers despite changes of government. Rebuilding a kitchen whenever its owner dislikes the result supplies an analogy for changing an existing plan. The criticism concerns spending public money on repeated redesigns without maintaining a coherent programme.
