How Roosevelt and Churchill could present the charter at home

The same declaration gave Roosevelt peaceful war aims for American audiences and Churchill principles he could portray as more dangerous to the Axis than to Britain.

Notes

Roosevelt could present the declaration to Democrats and anti-war Americans as a promise of honorable peace rather than another Versailles. Churchill could stress that the United States had not declared war, while arguing that the anti-imperial clauses were still more damaging to the Axis powers. The same wording therefore served different domestic political needs. Both leaders could accept the principles without treating them as a complete settlement.
