A larger German fleet faces greater pressure to fight

More fast battleships and cruisers make the German fleet less imbalanced, but sacrifice other forces and create political pressure for an unwinnable early battle.

Notes

The enlarged High Seas Fleet would have more fast battleships and perhaps a dozen light cruisers, but Britain would answer each German ship with several of its own. Because the Army and civilian economy sacrificed resources for the Navy, Prince Henry could face intense pressure to take the fleet to sea and prove the investment. An early battle also arrives before a large German submarine force exists, leaving outcomes that range from a Jutland-like escape to catastrophic destruction rather than a plausible German victory. The larger investment would increase political pressure to risk battle without giving Germany the strength needed to win it.
