Allied plans in 1943 competed for resources already needed elsewhere. D-Day preparations, the Italian campaign and Eastern Fleet operations had to be organized and supplied simultaneously. Landing craft imposed the first major limit on another amphibious operation. Tankers and fuel followed closely behind. Troops could be available while aircraft remained unserviceable and too little fuel or shipping reached the force, leaving the Dodecanese operation unable to succeed.
