After Stalin's death, Soviet leaders tried to prevent any successor from accumulating the same concentration of power, producing churn and new political alignments. Admiral Nikolay Kuznetsov clashed with Defence Minister Georgy Zhukov and was removed after the loss of Novorossiysk, then reduced to vice admiral and barred from naval work. Khrushchev used the opening to install Sergey Gorshkov, an officer whose wartime Black Sea service had already brought him into Khrushchev's orbit. Kuznetsov turned to essays, books, and memoirs that criticized party interference and called for rule by law. Gorshkov remained in command for almost thirty years and gained the continuity needed to reshape the fleet. This change of command links the wartime navy to the global Cold War force that followed.
