The Kresta II appeared after the Cuban Missile Crisis as part of the search for surface ships with more status and capability. Soviet leaders could not immediately return to very large hulls without admitting that cancelling Stalin's programs had been a mistake. Designers expanded the established cruiser line as far as politics, yards, and familiar methods allowed. Construction remained at a yard associated with destroyers, submarines, the Kynda class, and the earlier Kresta I. The resulting ship carried useful anti-submarine missiles and radars while continuing an accepted evolutionary path. Political continuity therefore shaped the size and presentation of the warship.
