Korolev exposes the cost of an early allied transfer

Giving the third BC-304 to Russia satisfies an alliance bargain but fragments a tiny training and experience base before it can become self-sustaining.

Notes

Korolev's transfer makes political sense as the price of securing Russian cooperation over a Stargate. Militarily, however, it gives away the third BC-304 before the emerging force has enough hulls or veterans to sustain its own training system. The American and Russian programs must each raid established services for pilots, engineers, logisticians, and other specialists instead of drawing from one growing pool of experienced spacers. Korolev is then lost at P3Y-229 before it can contribute much operational experience to that pipeline. The episode illustrates how a necessary alliance bargain can still impose a serious force-generation cost.
