Internal consensus may explain steady Korean naval procurement

Consistent procurement suggests that internal debate and an externally presented consensus have helped sustain maritime priorities despite regular leadership changes.

Notes

South Korean naval policy has not depended on a few long-serving admirals. Admiral Choi Yun-Hee became the first Republic of Korea Navy officer to chair the Joint Chiefs of Staff in October 2013, then served until 7 October 2015. Regular changes in senior naval leadership make consistent procurement a better guide to sustained strategic priorities than individual tenure. One explanation is that internal debate has allowed the navy to present a consensus externally while the army retains its leading security role. Later rotation of non-army chairmanships between naval and air-force officers suggests increasing maritime influence. This interpretation concerns the consistency of actual purchases, which can differ from policy publications and public political positions.
