Chapter ยท 41:17-47:35

Konoe's search for peace without control of the army

Konoe sought negotiations but could not consistently restrain the army or reconcile his peace promises with the government's direction.

Notes

Konoe wanted an authoritarian imperial system distinct from direct military rule. He helped build the Imperial Rule Assistance Association as a one-party structure, yet remained uncertain about how openly a nobleman should lead it. The association was created in October 1940, shortly before Saionji died in November, after Konoe had waited for months following his July appointment. It may also have helped Konoe hold power against ambitious army officers, including Hideki Tojo. Konoe repeatedly yielded to military pressure while trying to remain acceptable to every audience. His preference for being liked over enforcing a settled course made his promises of peace less credible to the emperor and foreign partners alike.
