Chapter ยท 11:52-18:17

Know the nation before buying the force

The procurement framework starts with national self-knowledge: trade exposure, demography, economy, industrial base, imports, domestic yards, and political expectations.

Notes

The country itself comes before any list of external threats. Trade exposure and transport routes determine whether maritime, rail, or air links require protection. Demography and employment conditions shape whether the armed forces can rely on abundant personnel or must favor systems that use scarce people efficiently. A government may import complete equipment, assemble foreign components, or retain domestic research and production. The British tanker example shows that even building hulls abroad and finishing them at home can become politically consequential when voters and shipyards expect defence spending to sustain local work. Procurement therefore begins with an honest account of national economics, labor, industry, and political expectations.
