The Soviet collapse prevented a full wartime test, but the underlying concept still appears sound. A Kirov alongside Kuznetsov created a task-group core that other navies had to respect, even though it did not equal the capability of a complete carrier battle group. Its useful roles combined peacetime presence with wartime command, heavy firepower, commerce raiding, and strategic distraction. Success meant imposing attention and organizing a dangerous Soviet surface group rather than defeating an American carrier force in a symmetrical contest.
