Task forces need officers who can act alone and together

Harwich Force doctrine prized "keen individuality": officers had to exercise initiative independently while still cooperating within a mixed formation.

Notes

Harwich Force officers were expected to show "keen individuality." Intelligence was taken for granted; the additional requirement was the motivation and judgment to act without constant direction. Those officers also had to cooperate within a mixed force when the operation demanded it. Task-force doctrine depended on selecting people able to exercise initiative and work together.
