Partition left India ships but weakened naval training infrastructure

Katari's assessment of partition emphasizes the schools lost in Karachi and the modernization burden inherited by the new Indian Navy.

Notes

Partition left India four wartime frigates, seven or eight minesweepers, and little else from the Royal Indian Navy. The established boys' training, gunnery, and radar schools remained in Karachi, while India's surviving training establishments were temporary wartime facilities needing modernization or replacement. Katari's frustration focused on this institutional deficit. A fleet could inherit hulls and still lack the schools needed to produce skilled personnel. Naval independence therefore required rebuilding training infrastructure as well as dividing ships between India and Pakistan.
