A counterfactual programme of convertible fishing boats

A colleague's exercise imagines Japan funding deep-sea fishing boats from 1934 with designs suitable for rapid wartime conversion.

Notes

The scenario comes from an alternate-history exercise developed by a colleague specialising in Japanese naval history. It uses design revisions and technology judged available earlier. Beginning in 1934, Japan would subsidise large deep-sea fishing boats designed for rapid conversion in wartime. The proposal shifts much of the preparation into peacetime commercial construction. These are hypothetical mobilisation arrangements rather than events in the actual escort programme.
