A misleading callsign question before Jutland

The Jutland example shows how a narrowly phrased intelligence query could miss the meaning of a change in German radio identity.

Notes

A request for the location of a known German callsign produced the answer that it was ashore. That answer was then taken to mean that the High Seas Fleet had not sailed. Analysts already knew that the relevant identity changed when the fleet went to sea, and the sea callsign was in use. The person making the query did not understand that practice. Asking about the shore identity therefore led to a misleading conclusion from an otherwise accurate answer.
