Japan seeks more fleet lethality without more personnel

Japan's naval expansion must increase lethality and survivability while working within a roughly fixed headcount.

Notes

The Japan Maritime Self-Defense Force is expanding steadily under the national security and defence strategies published in late 2022, although its growth is less dramatic than that of China's navy. Rising expenditure does not remove Japan's demographic constraint: the service must work within a headcount of roughly 45,000 personnel. The resulting force-design problem is to increase lethality within that existing workforce. The interpretation offered here connects this pressure to uncrewed systems and weapons that provide greater range or a defensive advantage. Personnel survivability is part of that reasoning.
