Quick-firing guns undercut the Jeune École's cheap-warship promise

The French return to battleship construction illustrates how a seemingly disruptive torpedo-boat strategy provoked a practical defensive response.

Notes

The Jeune École proposed that France could remain a major naval power more affordably by using torpedo boats against battle fleets and cruisers against trade. Other navies and arms manufacturers answered the small, fast, lightly protected torpedo boat with proliferating quick-firing guns. That countermeasure reduced the credibility of the original force-structure bargain and pushed France back toward battleship construction. Suffren therefore represents not only an aging ship by 1916 but also the industrial difficulty of rebuilding expertise after a strategic detour.
