France's response to defeat helped place a Jeune École advocate in power and halt battleship construction in 1886-1887.

Notes

France's defeat in the Franco-Prussian War produced an extended period of political and military introspection. The doctrine could now redirect procurement instead of remaining an intellectual critique of expensive ships. Strategic frustration had become policy because an advocate gained administrative authority.
