The reorganized Combined Fleet kept four carriers and the converted battleships Ise and Hyuga in Japan as the Northern Force. Its main surviving surface strength formed the Center and Southern forces and operated from Singapore. The home islands lacked enough oil to support the whole tactical fleet, so logistics dictated a divided basing arrangement before the battle began. Japan's remaining carriers, battleships, cruisers, and destroyers could not all be sustained from one base.
