How Japanese leadership turned strategy into readiness

Stable senior leadership connected Japan's Six-Six Fleet policy to funding, bases, training, and operational freedom.

Notes

Japan retained a compact senior team and judged officers against an understood strategic plan rather than searching for a scapegoat whenever war produced setbacks. Ito Sukeyuki, Yamamoto Gonnohyoe, and Togo Heihachiro filled complementary roles in planning, political support, procurement, basing, training, and fleet command. Togo entered the war with support facilities already prepared for the operations he expected to conduct. The continuity let Japan field a homogeneous force designed and maintained for a defined purpose, rather than merely assemble a larger total of guns.
