Relying on Jaffa alone resembles trying to patrol British India with only Gurkhas: an elite component cannot supply all the troops an empire needs. Jaffa reproduce too slowly, take too long to train, and are too useful to spend on every planetary garrison. They remain central on Jaffa worlds and aboard Ha'taks in peacetime, while humans armed with improved weapons provide deployable mass. Making the staff weapon an earned badge of rank preserves its intimidating symbolism and gives both Jaffa and human soldiers another incentive for loyalty and promotion.

Use Jaffa as an elite cadre, not the whole army
Jaffa numbers and training time make them too valuable for routine mass and garrison duties, so improved human forces provide scale while Jaffa retain elite status.
