Jacky Fisher's Renown and Repulse set a wartime procurement precedent

The First World War response to a construction pause shows how senior naval leadership could protect committed material and redirect it into Renown and Repulse.

Notes

John 'Jacky' Fisher's First World War negotiation with Churchill provides the historical precedent for resisting a blanket wartime building halt. Fisher accepted that some projects would pause but protected material already ordered for three battleships. That material instead supported the battlecruisers Renown and Repulse, turning cancellation pressure into a different construction programme. Against that example, merely completing the most advanced King George V-class battleships, carriers, and Unicorn in 1939 is presented as a conservative institutional outcome rather than an extravagant one.
