Only six boats served an obvious minelaying strategy

Italy built only six dedicated minelaying submarines despite a Mediterranean strategy centered on controlling narrow access routes.

Notes

Mine warfare appeared well suited to Italy's desire to control Mediterranean access points, yet the Regia Marina built only six dedicated minelaying submarines. The later Foca-class boats were large vessels with six torpedo tubes, a deck gun, anti-aircraft weapons, and capacity for 36 mines. That combination made them capable combat submarines rather than simple underwater mine carriers. Their limited wartime use stands out beside Italy's much more prominent investment in human torpedoes and other special-attack systems.
