The Regia Marina begins the exercise as the most balanced Axis navy, but escorts, fuel, and production capacity limit its endurance. Much of Italian industry resembled an enlarged cottage system: it could produce excellent equipment in small runs without sustaining factory-scale output. That pattern hindered the repeatable production a major war demanded. Italy could not complete a large industrial expansion within a year, but it could begin stockpiling more fuel in January 1939.
