Italy recasts Caracciolos as battlecruisers

Italy can complete two Francesco Caracciolo-class fast battleships under the treaty's new battlecruiser label.

Notes

Italy's allowance neatly fits two Francesco Caracciolo-class ships at roughly 34,000 tons full load. Their 28-knot speed and 15-inch guns allow the Regia Marina to call them battlecruisers even though they function as fast battleships. Completing existing hulls would deliver modern capital ships without requiring an entirely new design program. The example shows how treaty labels can become strategic tools instead of precise technical descriptions. Navies had already placed ships in convenient auxiliary, sloop, or support categories when the official label helped policy, making a Caracciolo reclassification entirely plausible.
