A truly isolationist America changes the prewar treaty system

Removing the United States from World War II requires earlier changes to its international commitments, including participation in naval arms-control treaties.

Notes

A fully isolationist United States would alter the prewar setting as well as American participation in World War II. It would probably avoid naval arms-control treaties that limited its choices and gave it responsibilities within an international system. American absence from the London Naval Treaties, especially the Second London Naval Treaty, would create a different naval and diplomatic scenario. A wartime neutrality scenario therefore needs to account for those earlier institutional changes.
