Amphibious operations depend on local naval mass

The campaign's Hawaiian and Samoan invasions show the practical need to assemble enough surface and submarine tonnage in the theatre before an operation can proceed.

Notes

The Hawaiian invasion's required tonnage is compared with the 1.3 million tons assembled in the theatre. Additional ships and submarines move into the region until the game gives the operation a stated 100 percent chance of success. Only then is a second invasion against eastern Samoa considered. The simplified mechanic visualizes how amphibious ambition depends on naval power that can be concentrated and sustained locally.
