Small landing craft built in large wartime numbers drew on work from the 1920s and 1930s. Many specialist landing ships were designed during the war, so the continuity claim does not apply equally to every amphibious vessel. Proven designs could be produced and modified more quickly than replacements developed from scratch. The same reasoning applies to adapting earlier emergency exercises to a new situation. An existing design could be an imperfect fit at first and still save time and lives while successive modifications improved it.
