Integration as the strategic foundation of Norman Sicily

George and Roger build power by combining Greek sailors, Muslim infantry, Christian knights, and institutions familiar to Sicily's communities.

Notes

George's buildings in Palermo survived, but his larger legacy was the powerful state he helped construct with Roger. Their government lacked the population to displace or coerce every subject, so royal imagery, accommodated institutions, and cultural fusion made authority legible across communities. That approach also produced an integrated force of Greek sailors, Muslim foot soldiers, and Christian knights. Later attempts to impose a narrower Latin-Norman identity consumed attention and weakened the outward-looking power the partnership had created.
