The inspector general who refused to retire

Gorshkov treated his nominal retirement appointment as authority to inspect bases, critique designs, and keep teaching naval officers.

Notes

The inspectors-general group was normally a ceremonial retirement destination for elderly Soviet officers, but Gorshkov treated its title literally. He continued travelling across the Soviet Union, visiting naval bases, inspecting readiness, and commenting on ship designs. Each trip could produce another report, critique, or academy lecture intended to improve the service. His higher rank and influence over many serving appointments made those interventions difficult for successor Vladimir Chernavin to ignore. The episode captures both Gorshkov's relentless professional energy and the institutional problem created when a powerful former commander refuses to withdraw.
