Why cancelling Stalingrad was not immediate

The hulls already under construction show how production momentum could outlast the political decision that began a programme.

Notes

Three ships had entered construction at different yards by late 1952, and Stalingrad was launched after Stalin's death. The delay in stopping the programme illustrates the inertia of major Soviet industrial projects. Joseph Stalin heavy tanks offer a parallel: turret production continued, and some of those turrets later found use in concrete border positions. The comparison carries a wider procurement lesson because cancelling a politically driven design can be harder than ordering it.
