Why did Britain not permanently base a major fleet in India?
Short answerA fleet would more likely be based in Ceylon, but building a second complete support system was politically and financially difficult at home.
NotesA permanent Indian Ocean fleet offered strategic value but would be expensive to sustain. Ceylon was a more likely base than India. International objections might have been manageable, but the fleet would need docks, stores, repair capacity, and other infrastructure in addition to facilities already maintained at home. Domestic finance and the duplication of support systems posed the greatest obstacles.
