Hyde Parker and Zoutman bring experience to the contest

The opposing admirals were experienced officers with comparable forces, although Parker's ships had just completed a long voyage.

Notes

Hyde Parker began at sea in the merchant service before entering the Royal Navy at 24. By 1748 he was a post captain, and his later service included the Seven Years' War, the American War of Independence, North American waters, and the Leeward Islands station. He also captured a Spanish galleon said to be worth more than 600,000 pounds. Johan Zoutman was about a decade younger and had likewise served for many years in the Dutch Navy. Dogger Bank therefore matched capable commanders with broadly equivalent forces. The Dutch squadron may have held a material advantage because Parker's ships had just completed a long voyage, although the exact comparison remains uncertain.
