Would a Howe testbed need Vanguard's 15-inch turret?

A testbed proposal weighs exact replication of Vanguard's armament against the cost and the value of trials using Howe's existing guns.

Question

Could Howe replace a turret with a twin 15-inch mounting to test equipment intended for Vanguard?

Short answer

It is considered an unnecessary expense. The 14-inch guns would provide sufficiently similar firing shock, and the mechanisms are judged similar enough for much of the testing.

Notes

In the proposed Red Fleet test programme, replacing one of Howe's turrets with a twin 15-inch mounting would allow trials of Vanguard's exact equipment. That extra realism is judged too expensive to justify. Howe's existing 14-inch guns are considered close enough in firing shock for the equipment-survival tests being discussed. Similarities between the mechanisms would also let much of the experience transfer between the ships. The turret conversion remains a hypothetical proposal.
