Hornby's mission command after the go order

Once authorized to pass the Dardanelles, Hornby acted at full speed and next contacted London with a completed set of deployments rather than a list of decisions awaiting approval.

Notes

London's authorization was broad enough for Hornby to translate political intent into action without waiting for every detail. He moved ships, sailors, marines, and locally sourced troops, altered the Ottoman command arrangement, and kept Ambassador Layard in close contact with the fleet. By the time communications resumed, his report described what had already been done and requested the reinforcements needed to sustain it. Delegation worked because the commander understood both the strategic aim and the local political risk.
