Hogland illustrates a rapid change in Russian capability: seven Russian galleys were badly handled by one Swedish ship in 1705, but a much larger Russian force gained control of the water in 1713 despite losing a ship of the line. Gangut then became Russia's first undisputed naval victory over Sweden. Russia used only part of its enormous galley force in the immediate attack, yet the reserve mass and supporting infrastructure made the strategic direction unmistakable. Peter's investment was creating a navy able to absorb tactical costs and still impose sea control.
