Hobart launches the campaign before orders arrive

Distance from Britain gave Governor Robert Hobart unusual freedom: he began planning and dispatching expeditions as soon as war was declared, then informed London.

Notes

Hobart did not wait for detailed instructions from Britain before mobilising the Ceylon expedition. Distance from London and the trust placed in a senior colonial governor gave him wide operational freedom. He acted on the declaration of war, launched his plans, and sent the government notice of operations already under way. His request for supplies arrived after Britain was effectively committed. London then faced the practical choice of supporting the campaign or accepting the loss of prestige and opportunity if it failed.
