James Marjoribanks Rowland succeeded Macintyre in command of Walker in March 1943. He held firm views about the equipment needed for anti-submarine warfare. At times, Canadian vessels sailed without the latest systems because equipment was unavailable in sufficient numbers. Rowland objected to accepting those shortages and believed escorts should carry everything required for their work. His position exposes the operational choice between deploying available ships and waiting to equip them fully.
