HMS Skirmisher entered service in 1905 and moved from reserve into repeated appointments as a destroyer-flotilla leader at Dover, Portsmouth, and elsewhere. Her 25-knot speed suited older patrol flotillas, and her command appointments exposed future admirals such as Walter Cowan and William Boyle to the ship. At the outbreak of the First World War she moved with the Seventh Destroyer Flotilla to the Humber for East Coast defence. That career connects the class's intended command role with the Scarborough raid and the later Imbros response, where the same speed became a serious constraint.

HMS Skirmisher as a flotilla leader
Skirmisher's repeated assignments to destroyer flotillas show how the scout cruiser served as a command ship even after its speed became limiting.
