Why a surviving Royal Oak would strengthen two campaigns

A fully modernized R-class battleship could reinforce Cunningham in the Mediterranean and complicate Germany's Norwegian campaign.

Notes

The panel treats HMS Royal Oak as an unusually revealing version of the modernization once contemplated for the R class. Had she survived, Cunningham would have valued the additional battleship strength in the Mediterranean. She could also have provided useful heavy support during the Norwegian campaign. The counterfactual shows how retaining one modernized older capital ship could matter in theaters where the Royal Navy needed every serviceable hull.
