Most of HMS Mersey's recorded service alternated between reserve and activation for annual fleet manoeuvres. A long succession of captains took her out for exercises from 1888 into the early twentieth century. These recurring commissions checked that the ship and the reserve system could still produce an operational cruiser when required. The pattern illustrates how a well-built hull supplied fleet depth without the expense of remaining continuously commissioned.
