HMS Howe was never completed for the battle-fleet role envisioned for Victoria's enlarged sister. The hull instead found a long second life as the school ship Impregnable and under the name Bulwark. This wooden ship, never commissioned as a warship, remained in service longer than some dreadnoughts. After her 1921 sale, timbers from Howe were reused in the interior of Liberty's London store. An overtaken capital-ship project retained institutional and material value far beyond its intended technological moment.
