HMS Aurora, an Arethusa-class light cruiser and leader in the Harwich Force, was one of the First World War precedents behind the Abdiels. Destroyer minelayers could make a fast approach, yet their capacity was limited and they could need gun support near enemy waters. Fitting light cruisers with mine rails addressed both concerns. Aurora's flotilla-leader role also supplied command authority when destroyers pressed close to the enemy coast. The later fast minelayer combined capacity, support, and leadership functions already visible in this practice.

HMS Aurora and the cruiser-minelayer precedent
HMS Aurora shows why the Harwich Force added mine rails to light cruisers: they brought capacity, fire support, and command authority to destroyer operations.
