Auckland was not fundamentally rebuilt when war approached. Her survey equipment was intended to be removable, while the provisions for guns, ammunition, magazines, and escort work were already part of the design. Completing her as an armed escort meant choosing one anticipated configuration instead of reconstructing the hull or machinery. The lighter survey fit would also have reduced draft, a practical advantage for hydrographic work. Auckland could therefore move from the planned peacetime survey role to an armed fit with depth charges without a major conversion.

HMS Auckland's survey-ship design was built for conversion
Auckland was intended for surveying New Zealand, yet her design already held the spaces and fittings needed to become an armed wartime escort.
