Amphion commissioned in March 1913 under Captain Frederic Dreyer, with the future Admiral John Tovey as first lieutenant. She moved from the Fourth Battle Squadron to the First Light Cruiser Squadron and then became leader of the Third Destroyer Flotilla. At the outbreak of war Captain Cecil H. Fox commanded her within the Harwich Force. The concentration of later-prominent officers foreshadows the hazardous duties that followed.
