Why a cruiser needs a chosen mission

Unlike a capital ship, a cruiser could be a scout, minelayer, raider, fleet unit, or flagship, so design discipline depended on choosing which missions mattered most.

Notes

A capital ship had a relatively simple headline purpose, while defining a cruiser required many choices. A cruiser might scout, lay mines, raid commerce, support the fleet, conduct reconnaissance, or serve as a flagship and diplomatic presence. Those roles demand different balances of range, speed, protection, armament, command space, and mine capacity. A design cannot maximise all of them without growing in cost and complexity. German planners therefore needed a firm mission hierarchy before technical offices began adding equipment, and their failure to establish one created the conditions for Hipper-class mission creep.
