While Burzagli was chief of staff, he pushed forward most of the Italian heavy cruisers, including the programme that produced Bolzano. Fast light cruisers and reconstructed battleships formed the other major parts of his building programme. Together these ships became the recognizable core of the Regia Marina's successful wartime surface force. His interwar decisions can therefore be traced into the fleet that later fought in the Mediterranean.
