Harwood's social ease became an operational asset on the South American station. From 1936 onward he made friends, welcomed local contacts aboard, and let them see capable ships and well-trained crews. That persistent presence created a regional network whose members already knew him before war began. Langsdorff entered the area without comparable years of local relationships. Harwood had spent three years shaping the battlespace, using peacetime diplomacy and forward deployment to influence a later crisis before any shooting started.
