Harwood's difficulty with Mediterranean command politics

Henry Harwood's operational strengths did not prepare him for a Mediterranean post where institutional actors protected themselves by shifting blame.

Notes

Harwood was a very good officer trained for particular Royal Navy tasks and regions. His experience and temperament, however, did not prepare him for the internal politics surrounding a senior Mediterranean command. Harwood expected open discussion, while others were concerned with protecting their positions when events went wrong. His case separates operational competence from the political skill required in a contentious theater headquarters.
