The Harwich Force combined light cruisers, flotilla leaders, destroyers, and sometimes submarines under Reginald Tyrwhitt, with Roger Keyes commanding the associated submarine force. It supported the Dover Patrol, guarded the Channel approaches in depth, and sought opportunities to harass German movements rather than waiting passively behind the mine barrier. Sustaining dozens of light ships also required a substantial base and dockyard organization. This repeated operational experience and aggressive culture became the practical foundation for interwar doctrine and training.
